Abstract
Higher education institutions are constantly looking for ways to evaluate their students and the outcomes of their programs. Currently under development is a Web-based program assessment tool that will allow institutions and faculty to easily generate questions and exams to evaluate their curricula. Students will also be able to evaluate their knowledge at the end of their program of study. My project involves the research of best practices and guidelines for the development of the test review system. The deliverables of this project are a review of the best practices for writing and creating, evaluating the performance of, and revising both questions and exams. The deliverables of this project are a survey of the best practices, a summary of the business needs, and then an application of those best practices demonstrated through an HTML design prototype.
